Key takeaways
- There are three layers: Copilot Chat (included), paid Copilot seats (an add-on), and a standalone assistant such as ChatGPT Business.
- Paid Copilot is worth it for people whose work is about their own inbox, meetings and files. It is weak value for everyone else.
- Copilot inherits your permissions. Messy SharePoint sharing becomes a data exposure problem on day one.
- A typical 40 person Microsoft business ends up with Copilot Chat for all, paid Copilot for a handful, and a standalone assistant for one team.
Microsoft businesses get asked the wrong question. "Copilot or ChatGPT" implies one tool for everyone. In practice the right answer is almost always a split by role, and the most common waste we see is a business buying paid Copilot for every seat because it looked like the obvious move inside an existing Microsoft relationship.
The three layers
| Layer | What it costs | What it can see | Who it suits |
|---|---|---|---|
| Copilot Chat | Included with Microsoft 365 business plans | The web, plus files a user uploads or opens | Everyone, as the baseline |
| Paid Copilot (Copilot Business up to 300 users) | Listed at 21 USD per user per month annually, promotional pricing during 2026 | The user's mailbox, calendar, Teams chats, meetings, OneDrive and SharePoint content they can access | People whose job is managing their own inbox, meetings and documents |
| Standalone assistant (ChatGPT Business or Claude Team) | About 20 USD per user per month annually | What you connect and upload | Teams doing heavy drafting, research and analysis |
When paid Copilot earns its seat
The value of paid Copilot is grounded context. It can answer "what did the client agree to in last Tuesday's meeting", "summarise the thread with the landlord" or "draft a reply using the figures in the budget workbook" without anyone copying anything into a chat window. For a few roles that is a large daily saving:
- Partners, directors and managers who live in email and back-to-back meetings.
- Executive assistants and office managers coordinating across many threads.
- Account managers who need to recall the history of a client relationship quickly.
For a person who spends most of their day in a line-of-business system, or whose work does not depend on their own mailbox, paid Copilot adds little that Copilot Chat does not already give them.
When ChatGPT Business is the better tool
Standalone assistants tend to do better on work that starts from a blank page or an external document rather than from your Microsoft tenant: proposals, marketing copy, research summaries, analysing an exported dataset, preparing a board paper. Marketing, bids, finance analysis and strategy teams often get more from ChatGPT Business or Claude Team than from paid Copilot, at a similar or lower seat price. We compare those two in ChatGPT Business vs Claude Team.
The permissions trap
This is the part most Copilot rollouts skip, and it is the part that causes incidents. Copilot respects your existing permissions, which sounds safe until you look at what those permissions are. In a typical small business:
- Several SharePoint sites are open to "everyone except external users" because it was easier at the time.
- Files were shared with "anyone in the organisation" links years ago and never revisited.
- Former project teams still have access to folders they no longer need.
Before Copilot, these were theoretical exposures, because nobody went looking. After Copilot, a junior employee asking "what are people paid here" might get an answer. Fixing this is not exotic work, but it must happen before seats are assigned. We set out the steps in fixing SharePoint permissions before Copilot.
Rule of thumb: if you cannot say with confidence who can open your payroll, HR and board folders, you are not ready for paid Copilot seats. You are ready for Copilot Chat and a permissions review.
Agents change the maths
Seats are a fixed cost. Copilot Studio agents are metered separately, and that is where Microsoft AI bills start to move. An agent that answers staff questions from a policy library or triages a shared inbox can be valuable, but it needs a cap and an owner. See AI agent spending limits.
A worked split for a 40 person firm
| Group | People | Licence |
|---|---|---|
| Everyone | 40 | Copilot Chat, configured with policies and training |
| Directors, managers, executive assistant | 7 | Paid Copilot |
| Bids and marketing team | 4 | ChatGPT Business or Claude Team |
That is 11 paid seats instead of 40, and the people with paid seats are the people who will use them. Review after 90 days using actual usage data, and move seats to whoever is asking for them.
Frequently asked questions
Is Copilot Chat free with Microsoft 365?
Copilot Chat is included for Microsoft 365 business users at no extra per-user cost. It is web-grounded and works with files you give it, but it does not reason across your own mailbox, calendar and SharePoint the way the paid Copilot add-on does.
What does Copilot Business cost?
Microsoft lists Copilot Business, for organisations of up to 300 users, at 21 US dollars per user per month on annual terms, with promotional pricing during 2026 that varies by channel. It is an add-on, so each user also needs a qualifying Microsoft 365 plan.
Should a Microsoft business also buy ChatGPT?
Sometimes. If a team does heavy drafting, research or analysis where the work is not mainly about their own Microsoft files, a standalone assistant for that team often beats paid Copilot seats. Buy it for the team, not the whole company.
What do we need to fix before rolling out Copilot?
File permissions. Copilot can surface anything the user already has access to, so overshared SharePoint sites and Teams files become a data exposure risk the moment it is switched on. Audit sharing links and site memberships first.
